COVID Relief COBRA Subsidy: AEI 2021 Premium Assistance Credit Report on COBRA Platforms
The COVID Relief COBRA Subsidy is part of the American Rescue Plan Act (ARPA) of 2021 and provides six months of 100% subsidized COBRA coverage, from April 1, 2021 through September 30, 2021, for Medical, Dental, Vision, coverage to Assistance Eligible Individuals (AEI) who involuntarily lost their employment or had a reduction in hours due to COVID-19.
Employees and dependents who experienced a loss of group health coverage due to involuntary termination or reduction in hours and who are not eligible for other group health coverage or Medicare are eligible for this subsidy.
To provide you with visibility of the amount of COVID Relief COBRA Subsidies (AEI 2021 Subsidy) and Employer Subsidies applied for your qualified Assistance Eligible Individuals (AEI), the AEI 2021 Premium Assistance Credit Report is added as a new Accounting Report in the Employer portals on your COBRA Complete or Accrue platform.
Roles and Rights
Admin > Roles
Users with the Administrator role and the Run Accounting Report right can utilize the AEI 2021 Premium Assistance Credit Report. If you don’t have access to these reports, then you should reach out to your COBRA administrator.
Members Included in the Report
Qualified Beneficiaries with an Employee or Dependent with Second Event Qualifying Event Category are included in the report:
A QB with an Employee Qualifying Event Category must meet all of the following criteria:
- The member has at least one AEI-eligible plan
- The member has at least one plan covered by the AEI 2021 Subsidy (COVID Relief COBRA Subsidy)
- The AEI 2021 Subsidy (COVID Relief COBRA Subsidy) was applied to a plan during the premium period
- The premium amount is fully paid (e.g. if a QB has other plans without subsidies) and the premium is displayed on the Premiums tab for the QB
If so, the following plans are displayed in the report:
- Plans with an AEI 2021 Subsidy (COVID Relief COBRA Subsidy) applied.
- Plans with an employer subsidy and AEI 2021 Subsidy (COVID Relief COBRA Subsidy) applied, meaning these subsidies are applied to one plan for one billing period.
A QB with a Dependent with Second Event Qualifying Event Category must meet the following criteria:
- The member has at least one AEI-eligible plan; and
- The member has at least one plan fully covered (100% or flat amount equal to premium amount) by an employer subsidy; and
- The employer subsidy was applied to a plan during the premium period; and
- The premium amount is fully paid (e.g. if a QB has other plans without subsidies) and the premium is displayed on the Premiums tab for the QB.
If so, the following plans are displayed in the report:
- Plans fully covered, 100% or flat amount equal to premium amount, by an employer subsidy and this employer subsidy is applied to a plan.
A Pharmacy plan is displayed in the report if:
- A QB has an AEI-eligible plan with the AEI 2021 Subsidy (COVID Relief COBRA Subsidy) applied to the billing period and a Pharmacy plan covered with an Employer Subsidy.
- A Dependent with a Second Event Qualifying Event Category that has a Pharmacy plan covered with an Employer Subsidy.
For every member included in the report, the AEI Effective date is calculated and displayed in the report. The AEI Effective date is calculated as the most recent date of Original Election Postmark Dates (among plans included in the comparison), the Second Election Postmark Dates (among plans included in the comparison), or the AEI Attestation Postmark Date (if one exists for the member).
The Original Election Postmark Dates and Second Election Postmark Dates of the following plans are included in the comparison:
- QB with an Employee Qualifying Event Category: The most recent (latest) date from the AEI-eligible plan(s) covered by an AEI subsidy, and the subsidy is applied to the plan during at least one premium period.
- QB with a Dependent with Second Event Qualifying Event Category: The most recent (latest) date from the AEI-eligible plan(s) fully covered by an Employer subsidy, and the subsidy is applied to the plan during at least one Premium period.
Note: If the Second Event Dependent QB has only a Pharmacy plan covered by an Employer subsidy the AEI Effective date is not calculated and the appropriate field remains blank in the report.
Running the AEI 2021 Premium Assistance Credit Report
Imports & Reports > Accounting Reports > AEI 2021 Premium Assistance Credit
1. Select the Accounting Reports option from the Imports & Reports menu.
2. Select the AEI 2021 Premium Assistance Credit option from the Choose Report Type drop-down menu.
3. Use the drop-down menu to select a Division. Select ALL from the drop-down menu to select all divisions under the Employer.
4. Select the Mask SSN on Report option to hide members' social security numbers on the report you are running. If this option is not selected, members' complete social security numbers are printed on the report.
5. Enter a Premium Month Start Date and Premium Month End Date. The system includes all subsidies within this date range in the report. Only whole months can be included in the report.
- If the Premium Month Start Date is the first day of the month (for example, 04/01/2021) the subsidy information for the month is included in the report.
- If the Premium Month Start Date is not the first day of the month and the Premium Month End Date contains the month following the one specified in the Premium Month Start Date value or later (for example, Premium Month Start Date = 04/02/2021 and Premium Month End Date = 04/15/2021) the info for the month specified in the Premium Month Start Date value is not included in the report and the report contains info starting from the next month (for example, Premium Month Start Date = 04/02/2021, so the report contains info starting from the May billing period).
- If the Premium Month Start Date is not the first day of the month and the Premium Month End Date contains the same month as the Premium Month Start Date there is no info to be included in the report, it is not processed successfully, and is not available to download.
6. Select a Subsidy Type.
- AEI 2021 Subsidy: Only AEI 2021 Subsidy (COVID Relief COBRA Subsidy) information will be included.
- Employer Subsidy: Only employer subsidy information, not related to the COVID Relief COBRA Subsidy, will be included.
- Both AEI 2021 Subsidy and Employer Subsidy: Both AEI 2021 Subsidy (COVID Relief COBRA Subsidy) and employer subsidy information will be included.
7. Choose a Report Format option.
8. Specify Email Addresses to notify when Report is complete by typing the desired email address(es) into the field. You can enter multiple addresses by separating each email address with a comma and no space. In addition to the notification, the email also contains a link to the job queue.
9. Click the Run Report button to immediately send the report to the job queue.
10. A confirmation will be displayed indicating that the report was successfully sent to the job queue.
11. To view the results of the report select the Job Queue option from the Imports & Reports menu or click the Job Queue link within the confirmation text.
Report Description
The AEI 2021 Premium Assistance Credit report can be generated in the following formats:
- CSV
- XML
File name is built according to the pattern: AEI2021PremiumAssistanceCredit_
{generationDate:yyyyMMddHHmmSS}.{ File format}
PDF Format
The AEI 2021 Premium Assistance Credit report in PDF format contains the following sections:
- Report header
- Client section
- Division section
- Member section
Report Header
The report header section of the report displays the AEI Subsidy Grand Total: (format: $00.00) and/or EMP Subsidy Grand Total: (format: $00.00) depending on the Subsidy Type selected when configuring the report.
Client Section
Every Client begins on a new page in the report. The client header is displayed on the top of the page and includes the following fields:
- Client Name
- Client ID
- EIN/ Tax ID
After each Client section, Client Totals which is a common amount from all Client’s members, is displayed for the following fields:
- Premium Amount
- Admin Fee
- EMP Subsidy
- AEI Subsidy
Division Section
Every Division begins on a new page in the report. The division header is displayed on the top of the page and includes the following fields:
- Division Name
The Division Name is repeated on the top of each division section page. After each division section, Division Totals which is a common amount from all division’s members, is displayed for the following fields:
- Premium Amount
- Admin Fee
- EMP Subsidy
- AEI Subsidy
Member Section
The member section contains member tables. Each member table contains information only for one member. Member tables are sorted by the Premium Month and Year column ascending and then by the Insurance type column, according with the following priority order: Medical > Dental > Vision > Pharmacy > HRA > EAP.
After each member section, the AEI Effective date is displayed. The Member Totals, which is a common amount from all premium periods and plans, is also displayed for the following fields:
- Premium Amount
- Admin Fee
- EMP Subsidy
- AEI Subsidy
CSV and XML Formats
The AEI 2021 Premium Assistance Credit report in CSV format contains following sections:
- Client Assistance Total
- Member Assistance Total
- Member Assistance Details
