San Francisco Health Care Security Ordinance (HCSO)

Employers with 20 or more employees (and non-profit employers with 50 or more employees) must spend a minimum amount set by law on health care for each employee who works eight or more hours per week in San Francisco. All covered employers must meet the obligations listed on the HCSO page.

HCSO Data Table

Employers are able to gather this data on their own to determine if they met the minimum required health care expenditure for each covered employee on a quarterly basis by using reports available in Zenefits.

Health Benefits Audit report

This report tracks the deductions and contributions for employees' health benefits. Must have benefits in Zenefits to view this report.
  1. From the admin dashboard, click on Benefits Administration.
  2. The Benefits Audit report will be available to download on the right side of the screen.
    Please note that this report can only be run in 30, 60, 90, or 180 day increments

HSA contributions report for each month

This report tracks the deductions and contributions towards employees' Health Savings Accounts. Must use a Zenefits HSA vendor and have a Zenefits plan that includes Custom Reports to create this report. 
  1. From the admin dashboard, click on Business Intelligence.
  2. Create a Custom Report and include monthly HSA contributions.

Custom report of all employee information with a filter for San Francisco workers

This report will contain mandatory employee details needed for record keeping compliance, such as name, address, SSN, etc. Must have a Zenefits plan that includes Custom Reports to create this report. 
  1. From the admin dashboard, click on Business Intelligence.
  2. Create a Custom Report and include Work Location to enable the ability to filter San Francisco workers.

Point in Time report to determine who was managing people

This report will help in determining who is covered under HCSO, as employees who qualify as mangers or supervisors and earn more than the applicable salary exemption amount are not covered under HCSO
  1. From the admin dashboard, click on Business Intelligence.
  2. Click Premade Reports at the top
  3. Beneath the HR Reports section, click on the Point in Time Employment Info premade report. 
  4. Select one day in each month to view employment info, including the employee's title at that time.

Time & Attendance report to view employee hours

This report will give employers data surrounding employee hours worked to assist in the recordkeeping compliance. Must use Zenefits Time & Attendance to create this report. 
  1. From the admin dashboard, click on Time & Attendance.
  2. Navigate to the Reports tab from the top of the page, then click Get Report on the Hours report.
Zenefits has these reports to assist administrators but does not provide a report with predetermined calculations.

Employers can request that employees waive this requirement on an individual basis. However, Zenefits does not support online signing for this SF-specific waiver through their Dashboard. The waivers must be printed, signed, and submitted on paper. You can read more about the San Francisco Health Care Security Ordinance (HCSO) here.

Zenefits does not allow employees to sign SF HCSO waivers in the Dashboard.
